Okay, so here's what many people don't understand. And please correct me if I'm wrong, but this is what seems to be the case based on what ArenaNet has told and has shown to us.
In line with trying to rid us of our preconceptions and expectations of what traditional MMOs have made us think a game should be, Guild Wars 2 also breaks the whole "leveling" conditioning. Things that had no basis other than they were efficient, worked well enough, and that they were just the way things were done.
Guild Wars 2 makes the concept of "level" arbitrary and close to obsolete. Besides the traits and skill points you get with leveling up, it holds no importance in Guild Wars 2. Due to the many changes made to eliminate grind, allowing you to tackle higher level content if you wish/have the skill, and side-kicking, "level" has just become an arbitrary measurement to provide the player with some sense of progression (it is an RPG after all).
Based on the zone sizes and the spread of events, the vast majority of players will naturally become the appropriate level for the next zone upon reaching the end of a previous zone. Thus, you never really need to think about level. It's only skill that matters, and it has no relation whatsoever.
All that said, we can now see how the term "end game" has become somewhat obsolete too, as ArenaNet wished it to be. There are no solid barriers preventing you from accessing any content in the game AFAIK. You don't need to be a certain level to take part in any content, as content isn't level restricted. However, you may very well get your ass handed to you if you are not the appropriate level. There lies the subtle difference that not many people are getting.
End game has been eliminated in favour of some form of natural progression. Appropriately scaled content will be delivered to the majority of players who "play" the game (i.e. not "runners", etc.) from level 1 all the way to 80, and due to side-kicking, even after reaching 80, all content will be level appropriate. And due to the vastness of the map, there's a high chance you'll still have a lot to discover even after hitting the level cap. All the while, still providing a challenge.
It's simple really, what ArenaNet has done. They've made a game. You play the game.
